McCarthy Keville O'Sullivan Ltd. has recently secured planning permission for Knockalough Windfarm Ltd for a wind energy development at Knockalough, Finisklin & Laughil, near Moycullen, Co. Galway.
Permission was granted by Galway County Council on 5th October 2015 for eleven turbines with a maximum ground to blade tip height of up to 131m. The permission also provides for an anemometry mast, substation, borrow pits and new and upgraded on-site road network.
The application supersedes a previous grant of permission by An Board Pleanála for a seven wind turbine development. The newly permitted turbines will have a capacity of 2.5MW, increasing to total output of the wind farm to 27.5MW. This is sufficient to supply over 14,407 Irish households with electricity, which represents approximately 23% of households in County Galway.
In granting permission, Galway County Council concluded that the wind farm was in accordance with national and local policy and that it would not have significant detrimental impacts on the local environment, including in relation to landscape, people and amenities. The Planning Authority found that the wind farm accords with the proper planning and sustainable development of the area.
The final grant of permission allows a period of up to ten years to construct the wind farm and, once commissioned, the wind farm can operate for 25 years under the current permission.
McCarthy Keville O'Sullivan Ltd. acted as the lead planning and environmental consultants for the application, which was lodged in November 2014. The EIS project management included co-ordination of geotechnical, hydrological, noise, archaeological and traffic sub-consultants, with all other EIS sections being completed by in-house staff. Specialist EIA work undertaken includes extensive year-round bird surveying, detailed ecological constraints mapping and landscape character assessment.
